加泰羅尼亞尚未做好“真正獨立”的準備

Catalonia’s former leader has warned that the region is not yet ready for “real independence” as companies ramp up pressure on the separatist government to back away from a formal breakaway next week.

The calls for the separatists to moderate or delay their plans came as the Spanish government approved a decree that makes it easier for firms to move their official headquarters out of Catalonia. Gas Natural said it was temporarily moving its legal HQ to Madrid, while CaixaBank said it would move its legal HQ to Valencia to “protect the interests of customers, shareholders and employees”.

In remarks that will be seen as an appeal for caution, Artur Mas, the former Catalan president and leader of the governing pro-independence PDeCat party, said the region had yet to lay the groundwork for “real independence”.

Mr Mas told the FT that the region had “won the right to become an independent state” but acknowledged that there was a debate among Catalan leaders whether now was the time to issue a unilateral declaration of independence.

He emphasised the need to remain pragmatic and take into account the likely backlash from Madrid.

Hardliners from the far-left Popular Unity Candidacy (CUP) are demanding a quick break with Spain, but Carles Puigdemont, the president of the Catalan regional government, has been under growing pressure from his more moderate supporters to delay a declaration of independence.

Santi Vila, another member of the PDeCat party, has also called for more time for dialogue, saying that a declaration of independence would lead to a “suspension of self-government” and “conflicts” in the street.

Following Sunday’s independence referendum, when 2m Catalans voted to split from Spain, the Catalan parliament is set to meet on Monday to discuss the referendum results and decide what to do next.

The Spanish constitutional court has suspended the session, but on Friday the Catalan foreign chief, Raül Romeva, said that “there would be a session in the Catalan parliament on Monday”.

“The parliament will hold a debate, it will meet, there will be a debate,” he told the BBC. Meanwhile, Mr Puigdemont, who has spent a lifetime campaigning for Catalan independence, has requested to address lawmakers on Tuesday.
