安倍改組內閣 鷹派女政客出任防衛大臣

Shinzo Abe has appointed a hardline conservative as Japan’s new defence minister in a move likely to worsen relations with China.

安倍晉三(Shinzo Abe)任命了一位持強硬立場的保守派人士出任日本新的防務大臣,此舉可能讓中日關係進一步惡化。

Tomomi Inada, a 57-year-old lawyer whom Mr Abe often likens to Joan of Arc, will become the most senior woman in his cabinet and a candidate to succeed him as prime minister.

57歲的律師稻田朋美(Tomomi Inada)將成爲安倍內閣中級別最高的女性,她也是接替安倍出任首相的人選之一。安倍常將稻田比作“聖女貞德”(Joan of Arc)。

Mr Abe promoted a number of allies and signalled his growing grip on power and a determination to push ahead with economic stimulus by bringing an architect of Abenomics into government.

安倍擢升了諸多盟友,展現出他對權力的掌控增強,而把一位“安倍經濟學”(Abenomics)設計者攬入內閣也展示了繼續推動經濟刺激措施的決心。

Declaring that the economy will be his top priority after a sweeping victory in upper house elections, Mr Abe said: “This is a cabinet to challenge for the future.”

The most senior figures in the cabinet — Taro Aso, finance minister, Yoshihide Suga, chief cabinet secretary, and Fumio Kishida, foreign minister, were left unchanged, but Mr Abe brought through several rising stars.

Ms Inada, a close ideological ally of the prime minister, was the ruling Liberal Democratic party’s policy chief after serving as Mr Abe’s handpicked minister for administrative reform.

She is known as an accomplished debater and high-energy public performer, as well as for her hawkish views on Japan’s history and constitution.

A regular visitor to the Yasukuni shrine, which honours Japan’s war dead, including its war criminals, she favours a revision to the pacifist constitution.

Last year Ms Inada questioned the Tokyo tribunal that convicted Japanese leaders of war crimes after the second world war. “I have no intention to say the tribunal is invalid,” she said in remarks reported by the Nikkei newspaper. “But I do believe [their] understanding of the history, cited in the ruling, was so sloppy that we need to properly examine [the facts].”

去年,稻田對二戰後判決日本領導人犯有戰爭罪的東京審判法庭提出質疑。據《日本經濟新聞》(Nikkei)報道,她表示:“我無意說該法庭無效。但我的確認爲,從判決可以看出,(他們)對歷史的理解非常草率,我們有必要正確地審查(事實)。”

Visits to Yasukuni by senior Japanese politicians anger China and South Korea, which argue that Japan has never properly repented for its imperialist past. Mr Abe has refrained from visiting the shrine in the past few years.

The choice of Ms Inada as Japan’s second female defence minster was also seen in light of the first — Yuriko Koike — defying her party to run for and win the governorship of Tokyo last Sunday.

Only three out of 20 cabinet ministers are women, an embarrassment for Mr Abe given his promises to get more women into top jobs, but one of the three, Tamayo Marukawa, will now be dealing with Ms Koike as minister for the 2020 Tokyo Olympics.

Mr Abe’s other appointments included Hiroshige Seko, a close ally, as minister for the economy, trade and industry; Toshihiro Nikai, an old-school advocate of public works as LDP secretary-general; and Kozo Yamamoto, a politician credited with persuading Mr Abe to push for monetary stimulus, as minister for regional revitalisation.

Those appointments suggest the prime minister will press ahead with his Abenomics programme after launching a $45bn fiscal stimulus this week
