我國去年全國收費公路虧損3187億

China's toll roads reported losses of 318.73 billion yuan in 2015, more than double the loss made in 2014, due to a sharp rise in loan repayments, according to a Ministry of Transport annual report last Tuesday.

根據交通運輸部上週二發佈的年度公報顯示,由於償還債務的額度大幅上漲,2015年全國收費公路通行費收支缺口3187.3億元,是2014年的兩倍多。

Tollgates nationwide posted a total revenue of 410 billion yuan last year, higher than the 392 billion yuan registered in 2014.

去年,全國收費公路通行費收入爲4100億元,比2014年登記的多3920億元。

However, any increase was dwarfed by expenditure, which stood at 729 billion yuan, in contrast to 549 billion yuan the previous year.

但是,這和7290億元的支出相比就相形見絀了。這一數字相比前一年增加了5490億元。

Nearly 80% of expenditure last year went on loan repayments, while the remaining 20% was spent on road maintenance, management, upgrading facilities and taxes.

去年支出近八成用於償還債務,其餘兩成用於公路養護管理、設施升級以及稅費支出。

There were 1,588 tollgates in China last year, down from 1,665 in 2014. Total fee exemptions reached RMB54.46b, accounting for 13.3% of gross revenue in 2015. Operating expenditure dropped 1.2%.

全國收費站數量由2014年的1665個減至去年的1588個。2015年共減免車輛通行費544.6億元,相當於通行費總收入的13.3%。收費公路運營管理支出減少1.2%。

Highways account for 71.2 percent of China's toll roads, which cover over 164,000 kilometers. Spending on toll roads has almost reached 7 trillion yuan, with a debt balance of 4.45 trillion yuan, said the report.

公報稱,全國收費公路里程超過了16萬公里,其中高速公路佔到71.2%。收費公路投資總額接近7億元,債務餘額爲45000億元。

In order to narrow the capital gap, speed up improvements to road networks and provide a better service, the MOT published guidelines in May last year to encourage public-private-partnerships in toll road construction.

爲了縮小收支缺口,加快道路網絡的改進,提供更好的服務,交通運輸部於去年五月份發佈了指導方針,鼓勵在收費公路建設中的公私合營。
