這意味着坎昆會談上的美方氣候談判者將缺少談判籌碼來向快速發展中的國家提出要求，讓他們同意簽訂減排的協議。坎昆會談於11月29日到12月10日期間舉行。

在上面的報道中，bargaining chip指的就是“談判籌碼”，也叫bargaining counters，chip在這裏的意思是“籌碼”，多在賭博或者遊戲中用來代替錢幣。“將籌碼兌換成現金”就是cash in the chips。

在去年的哥本哈根氣候峯會上達成了一個non-binding document（無約束力的文件），令人失望。峯會期間還發生髮展中國家的walkout（罷會），使談判一度陷入deadlock（僵局）。

chip還可以組成一些有意思的習語，例如have had your chips意思是“註定要失敗（或完蛋）”，when the chips are down意思是“在危急關頭；在關鍵時刻”，have a chip on your shoulder則是“（因受過委屈而變得）敏感，好生氣”。
