交通部將逐步建立一個穩定的、低標準的收費系統，讓全國範圍內的高速公路收費更合理。
在上面的報道中，highway toll fees就是“高速公路通行費”，簡稱“高速費”。徵收高速費是爲了籌集資金修建道路，toll指的是“（道路、橋樑的）通行費”，toll road就是“收費道路”。近日，河南爆出的exorbitant road toll fees（天價過路費）一案引起了網民的熱議。
交通部計劃建立兩個公路系統，一個是toll-road system（收費公路系統），包括expressways（快速道）和 backbone national highways（國道主幹道），另一個是free-of-charge road system（免費公路系統）。另外，交通部還將逐步取消second-class highways（二級公路）的收費。
